INITIATION ANALYSIS DEVELOPMENT EXECUTION Transformation Through Training • Issue No: 11 • November 2018 • 27 PDC for further processing, monitoring the development of executive documents, coordinating efforts of the whole DPSE and providing expertise in regard to distribution and dissemination of psychological products. During the first tour of PMC in Iraq (from August 2003 through January 2004) DPSE PLANS developed two own PSYOPS programmes named Garden (operations Orchid, Daisy, Agave) and FLOCK (operations Lark, Swallow, Stork), twelve Fragmentary Orders (FRAGOs), eleven PSYOPS Annexes and two PSYOPS-related Direction and Guidance (D&G) documents for the remaining cells of HQ MND CS. The planning effort made during this period was a really challenging one due to the fact that DPSE PLANS consisted of two officers only. They represented Spain and Poland and, at least initially, were not experienced in conducting this sort of activities. Summary The Information Process, depending on numerous factors, including individual point of view, referred documents, knowledge or experience, may be considered and perceived differently. It is an integral part of Psychological Operations, both in national and multinational dimensions, and requires thorough analysis in order to be properly understood. The process is a prerequisite to achieve the information superiority and to build a relevant level of knowledge conditioningsuccessofthemilitaryoperations, especially in their information domain. If one considers the allied planning process, depending on the level of NATO structure involved – strategic or operational, it should be taken into account that there may be six or eight steps of the process. Both options are characterized by high level of complexityandintenseinformationexchange. The processes are limited to analytical and planning activities (elements of Information Process) and thus do not reflect multidimensional nature of PSYOPS preparation, conduct and effectiveness evaluation. An optimized solution seems to be the proposition of Integrated Psychological Operations Process. The key innovation of the proposed solution is combining planning and executive elements (preparation, development, distribution and dissemination of psychological product) into one coherent process. The process that leads to achievement of information superiority. ■ 1 Koziej,S.(1993),Teoriasztukiwojennej, Bellona,Warszawa,p.68. 2 TheNATOInformationManagementPolicy (2007),NorthAtlanticCouncil,p.1-5andThe PrimaryDirectiveonInformationManagement (2008),NorthAtlanticCouncil,p.1-8. 3 SeeWrzosek,M.(2017),Procesyinformacyjne wobronnościibezpieczeństwie,AkademiaSztuki Wojennej,Warszawa. 4 SeeAJP-3.10.1AlliedJointDoctrinefor PsychologicalOperations.EditionB.Version1 (2014),NATOStandardizationOffice. 5 MC133/4NATO’sOperationsPlanning(2011) andAJP-5AlliedJointDoctrineforOperational- LevelPlanning(2013). 6 AJP-3.10.1(2014),p.2–5. 7 Ibid,p.3–5. 8 KoncepcjakomunikacjistrategicznejwSilach ZbrojnychRP(2013)CDiSSZ,Bydgoszczwas elaboratedin:Kacała,T.(2015),Podstawowe założenia„Koncepcjikomunikacjistrategicznejw SiłachZbrojnychRP”,Kwartalnik„Bellona”nr2 (681),Warszawa. 9 Morein:Starzyński,S.(2008),BiuroZbierania Informacjiwoperacjachpsychologicznych, „PrzeglądWojskLądowych”nr12(018).
