PSYOPS personnel are responsible for considering the PSYOPS-related requirements and including them in all the relevant plans. PSYOPS SMEs also provide commanders and their staffs with PSYOPS and Information Operations (INFO OPS) expertise. This sort of expertise is a key factor conditioning success of the operation as PSYOPS, including specific psychological actions, are not limited to development of psychological products or their dissemination, and may encompass every activity carried out by multinational and joint forces. The above mentioned expertise falls under responsibility of PSYOPS or INFO OPS cell. It should be flexible and responsive. Precise determination of psychological effects is really challenging so PSYOPS planners should monitor and analyze all changes affecting the information environment. It allows for a better understanding of approved and selected-to-be-considered TAs. Proposition of an Integrated PSYOPS Process Having analyzed the Information Process presented above and having considered the results of research conducted from 2011 through 2013 in the National Defence University (Warsaw) and Polish Central PSYOPS Group (Bydgoszcz), the author prepared a proposition of an Integrated PSYOPS Process (IPP). The proposition is an attempt to enhance efficiency of conduct and effectiveness of activities such as PSYOPS. The proposition is actually a combination of two processes that used to be perceived separately – Information Process and Executive Process. The former contains planning, management/conducting and monitoring/ assessment. The latter consists of preparation, development and distribution/ dissemination of psychological products. The IPP should consist of the following phases: 1. Initiation/orientation – identification of current situation, location of PSYOPS elements (units, commands), tasks conducted by them – every piece of information should be visualized. This phase also includes Area of Operation (AOO) assessment, exploitation of previously prepared estimates and/ or their update. The outcome of the phase should provide updated data and enable identification of information gaps. The desired end state incudes a valid/actual PSYOPS assessment. 2. Problem and Mission Analysis – all the PSYOPS estimates – Initial and Refined PSYOPS Estimate, approved and possible Target Audience Analysis, PSYOPS Mission Analysis in support of maneuver units mission (including adversary Centre of Gravity, Critical Capabilities, Critical Requirements and Critical Vulnerabilities). 3. Selection of preferred COA – this phase includes: development and detail description of PSYOPS support for the purpose of maneuver COAs, and presentation of the result to the respective commander. The basis for selection of preferred COA is, in this case, decision made by a maneuver commander representing relevant level of Command and Control (C2) structure. 4. Development of Concept and Supporting Plan(s) – the main goal of this phase is to develop executive documents – PSYOPS Annex to Operational Order (OPORD), PSYOPS SUPLAN and PSYOPS Synchronization Matrix. 5.
